Why ISOK exists

The 1997 flood: PLN 12 billion in losses, 55 deaths. The 2010 flood: PLN 14 billion in losses. Poland needed a system that warns before the water hits - not after the fact.

For years, flood protection in Poland relied on levees and embankments. The problem is that land protected by a levee gets developed intensively - and when the levee finally breaks, the losses are greater than if it had never been there. Building ever more expensive defenses wasn't delivering results - it was delivering a false sense of security.

ISOK was meant to answer a different question: not how to protect land from water, but how to know in advance where the water will reach and how fast. One portal, one system, one integrated database - available to administrative bodies and to any citizen with internet access. Anyone could check whether their home stood in a flood-risk area, and how severe that risk was.

The EU Floods Directive of 2007 obligated Poland to prepare flood hazard and risk maps. ISOK was the response to that obligation - and to years of neglect in crisis management. After the 2010 flood, the project was overhauled and refocused on flood risk as an absolute priority.

Problem

A project worth PLN 200M, a European deadline, a system critical to national security - and a contractor who failed to deliver.

By the time Engave took over the project, the clock was already ticking. The previous contractor had blown the schedule and breached the contract terms. The EU grant - PLN 200M from the Innovative Economy Operational Programme - was in real jeopardy. The deadline was fixed. Not by the client, not by the contract - by European regulations and the risk of losing the entire funding.

The state of the server rooms was exactly what you'd expect from a project that changed contractors midway: infrastructure partially deployed, partially configured, with no complete documentation, and architectural gaps that had to be diagnosed before they could even be fixed.

There was no time for the comfort of a full analysis before taking action. Analysis had to run in parallel with implementation. Every day of delay was a day closer to losing the grant - and a day when ISOK still wasn't working.

Challenge

One of the most daunting, nearly impossible projects in the company's history - that's how Engave still describes ISOK today.

Time: 2.5 months for full deployment.

A normal project of this scale requires several times more. Here, there was no option to stretch the schedule. The deadline was fixed - and non-negotiable.

Starting point: undiagnosed infrastructure left behind by the previous contractor.

No one knew exactly what was working, what wasn't, or why. The server and storage hardware required an audit from scratch. Every discovery could mean more hours of work - and another order to place.

The stakes: a system critical to public safety.

ISOK isn't a business system that can be put off for later. It's the infrastructure that millions of people rely on for flood warnings. The margin for error was zero.

Performance under peak load.

The system has to run smoothly under normal conditions - but it also has to hold up the moment thousands of people check the threat map at once during a real emergency. That's exactly when it can't go down.

Solution

Work around the clock. Analysis running alongside implementation. Zero compromises on quality - because there was no room for any.

Engave started with an in-depth analysis of the existing state: hardware, software, and prior service work across both server rooms. The diagnosis had to be fast and precise - every hour spent on analysis was an hour less for implementation.

Hardware infrastructure.

Recommending and carrying out server room upgrades: expanding storage, expanding servers, and correctly arranging components across all nodes, accounting for supplementary deliveries. New network and server infrastructure built for virtual desktops.

Virtualization and the VMware platform.

Updating and bringing the server and storage hardware online, deploying VMware virtualization software, configuring virtual machines, and reconfiguring the SAN and storage arrays. A platform built for peak load - not average load.

Security and business continuity.

Reconfiguring the LAN and security layers, installing and configuring LDAP and SSO, repairing and configuring the backup system, deploying Disaster Recovery mechanisms, and implementing a monitoring system. An environment built not just to run - but to survive a failure.

As-built documentation.

Technical design and as-built documentation for the entire scope of work - required by contract and essential for sign-off and settling the grant. On a project taken over from another contractor, where documentation was incomplete, this became a separate, time-consuming stage in itself.

There are projects where the lowest price wins. And there are projects where what matters is whether someone can get on site within a few hours and fix what someone else couldn't. These are two different markets. ISOK was unmistakably the latter.

Live

ISOK now operates as a public portal for warnings about hydrological and meteorological hazards

The project was completed on time. The PLN 200M EU grant was fully settled. ISOK went live and now operates as a public portal where any citizen can check whether their address lies in a flood-risk area.

Flood Hazard Maps and Flood Risk Maps - ISOK's core deliverables - were incorporated into the spatial development plans of municipalities and provinces. In doing so, Poland fulfilled its obligation under the EU Floods Directive.

The system's backend is designed for peak load: it runs smoothly under normal conditions and is ready for the moment when thousands of users check the maps at once during an actual flood alert. Thanks to the DR and monitoring mechanisms in place, administrators know about problems before they become outages.

Why it matters

The millennium flood of 1997. PLN 14 billion in losses in 2010. Poland knows all too well the cost of not having a warning system that works before the water reaches people's homes - not after.

ISOK is critical infrastructure in the fullest sense of the word: its failure doesn't mean business downtime, it means a lack of information for people who need to decide whether to evacuate. That's why the project couldn't be allowed to fail - and why Engave worked around the clock for 2.5 months to make sure it didn't.

For Engave, ISOK stands as proof that there's a category of projects where only one thing matters: can it be done, or can't it. Not the price, not a schedule convenient for the contractor, not a list of contractual caveats. It can be done - and it was.

What this means for your organization

Does your IT infrastructure have a plan for when the previous contractor drops the ball, the deadline is two months away, and the stakes are something you can't afford to lose?

Emergency projects, takeovers from other contractors, rescuing critical systems under time pressure - this is exactly the kind of situation where Engave performs best. If you have a project that needs someone who will show up and finish it, let's talk.
